This initiative has two phases: (1) the analysis phase, in which the ISO will analyze the differences between auction prices and payouts in the Congestion Revenue Rights (CRR) market, and (2) the policy development phase, in which the ISO will consider potential policy changes. The ISO plans to begin the policy development phase once it has completed the analysis phase.
Outcome (Track 1A): The track 1A release provided enhancements to outage information received and used for congestion revenue right (CRR) allocations and auctions, limit the allowable source and sink pasirs in the auction to correspond to supply delivery, and allows the CRR software to support a mechanism to allow market participants to sell previously acquired CRRs into subsequent auctions.
Outcome (Track 1B): The track 1B release reduced the amount of system capacity that is released in the annual process from 75% to 65%, and provided settlements enhancements to allocate available Integrated Forward Market (IFM) congestion revenue.
