As generation developers become increasingly interested in pairing energy storage with existing or proposed generation, this initiative will explore how such “hybrid” generation resources can be registered and configured to operate within the ISO market. This initiative will develop solutions allowing developers to maximize the benefits of their resource’s configuration. Hybrid resource configurations also raise new operational and forecasting challenges that ISO plans to address during this initiative. Phase 2 of this initiative proposes a solution to optimize hybrid resources.

Outcome: The ISO implemented the Hybrid Resources Phase 2B project on February 1, 2023. Phase 2B delivered critical functionality to fully support hybrid resources in the market, building on capabilities introduced in Phase 2A. This additional functionality included changes to the Master File to help identify hybrids and the ability to process dynamic limits to more effectively manage hybrid resources. It also delivered automated subordinate aggregate capability constraints (ACCs) to support hybrid configurations. Reporting and transparency were improved with changes to Today’s Outlook on www.caiso.com to reflect hybrids in the market.
The ISO implemented the Hybrid Resources Phase 2-A on Dec. 15, 2021. Phase 2-A delivered Ancillary Services and High Sustainable Limit (HSL) capability. It also delivered Multiple Aggregate Capability Constraints (Multi-ACC). This functionality will be available in Phase 2-A through a manual process. A subsequent Phase 2-B delivered the remaining function to fully support hybrid resources.

This project initiated a market model representing multiple resources of different technologies that share a common point-of-interconnection (POI) that may have an aggregate capability constraint (ACC) limit below the combined grid injection/withdrawal capability of all “co-located” resources behind a common ACC. Phase 2 of this initiative will provide energy production units of different technologies the option to model as a single hybrid resource, however, this initial Phase 1 was initiated earlier to model co-located resources as individual resources, in order meet the growing number of new resources that are candidates for the co-located option. In addition, Phase 1 will allow the renewable (variable energy resource) component of hybrid resources to receive CISO forecasts.
