This initiative contemplates the extension of the minimum state of charge constraint, which was initially developed as a two-year stopgap measure in the market enhancements for summer 2021 readiness initiative. The energy storage enhancements policy developed tools to help replace the minimum state of charge constraint, but those tools will not be fully available for use until after summer 2023. This initiative extends the life of the minimum state of charge constraint for no more than two additional years.
Outcome: The initiative focused on extending the minimum state of charge constraint through Sept. 30, 2023. It was approved at the ISO Board of Governors on March 22, 2023 and then approved by FERC on May 25, 2023.
