Through this initiative, the ISO will determine the primary type of reliability must-run (RMR) designation when both local and system reliability need exists simultaneously.
Outcome: Through the stakeholder process, it was clarified that local needs be designated as the primary reliability need when more than one need exists and that RMR cost allocation and resource adequacy (RA) credit allocation follow the same principle. The ISO provided an information only report to the Board of Governors and after further evaluation, no changes were necessary to the appropriate Business Practice Manuals (BPMs).
