The ISO Remedial Action Scheme (RAS) guidelines, currently referred to as special protections systems, are part of the California ISO Planning Standards and complement the existing NERC/WECC Reliability Standards to ensure reliable infrastructure development within the ISO. While these guidelines have been applied in designing multiple RAS within the ISO, there is a need to update these guidelines based on stakeholder comments and consider several new drivers related to the guidelines. This initiative will review the existing ISO RAS guidelines and any references to the RAS guidelines as captured in Section III and any other sections of the ISO Planning Standards.
Outcome: Through the stakeholder process, it was determined that there was a need to update the Planning Standards - Remedial Action Scheme (RAS) standards and guidelines and remove redundant RAS language already included in the NERC PRC – 012-2 Standard as well as the need to refine and simplify RAS guidelines to enable modeling in the ISO market and to ensure reliable ISO infrastructure development. The ISO updated the Planning Standards RAS guidelines and no new additional market system design change was required for this initiative.
